賢を尚ばざれば、

Ensures that the citizens do not strive.

民をして争わざらしむ。

Not valuing rare goods
JA
得難きの貨を貴ばざれば、

Ensures that the citizens do not act like thieves.
JA
民をして盗をなさざらしむ。
EN
Not showing that which can be desired
JA
欲すべきを示さざれば、
EN
Ensures that the citizens’ heart/minds do not become
JA
民の心をして
EN
confused.
JA
乱れざらしむ。
EN
Thus the governing of the sage
JA
ここをもって聖人の治は、

Empties their heart/minds, fills their stomachs,
JA
その心を虚しくし、その腹を満たし、
EN
Weakens their ambitions, strengthens their bones.
JA
その志を弱くし、その骨を強くす。
EN
By always ensuring that the citizens are
JA
常に民をして
EN
without-knowledge and without-desire,
JA
無知無欲ならしめ、
EN
Those who make men wise will not dare to act.
JA
かの智者をして敢えて為さざらしむ。
EN
Act with non-action, then all will be governed!
JA
無為を為せば、すなわち治まらざるなし。
