Use strange and unusual tactics when commanding troops.

奇を以て兵を用い、

Use non-interference to take hold of the world.

無事を以て天下を取る。

How do I thus know it is like this?

吾何を以てその然るを知るや。

By means of this :

これを以てなり。
EN
The world has many prohibitions and taboos,
JA
天下に忌諱多ければ、
EN
And the citizens become even poorer.
JA
民弥いよ貧し。
EN
The citizens have many sharp tools,
JA
民に利器多ければ、
EN
And the nation and the families grow in confusion.
JA
国家は滋いよ昏し。
EN
The people have too much knowledge and cleverness,
JA
人に技巧多ければ、
EN
And strange things begin to increase.
JA
奇物は滋いよ起こる。
EN
Matters of law are increasingly proclaimed,
JA
法令滋いよ彰かなれば、
EN
And more thieves and bandits exist.
JA
盗賊多く有り。
EN
Therefore : the sage says –

故に聖人は曰く、

I use non-action, and the citizens naturally transform.

我無為なれば民自ら化す。

I cherish stillness, and the citizens naturally become
JA
我静を好めば民自ら
EN
honest and just.
JA
正し。
EN
I use non-interference, and the citizens naturally become
JA
我無事なれば民自ら
EN
wealthy.
JA
富む。
EN
I am without-desire, and the citizens naturally return to the
JA
我無欲なれば民自ら朴と
EN
state of the uncarved block.

なる。
