What is peaceful is easy to hold.

その安きは持し易く、

What has not yet been revealed is easy to plan for.
JA
その未だ兆さざるは謀り易し。
EN
What is brittle is easy to shatter.
JA
その脆きは泮かし易く、
EN
What is minute is easy to scatter.
JA
その微なるは散じ易し。
EN
Act on it while it does not yet exist.
JA
これを未だ有らざるに為し、
EN
Govern them while they are not yet confused.
JA
これを未だ乱れざるに治む。
EN
A tree too big to embrace is created from the tiniest shoot.
JA
合抱の木も毫末より生じ、
EN
A terrace of nine stories rises from a pile of dirt.
JA
九層の台も累土より起こり、
EN
A journey of a thousand miles begins from under the feet.
JA
千里の行も足下より始まる。
EN
He who acts, ruins it.
JA
為す者はこれを敗り、
EN
He who grasps, loses it.
JA
執る者はこれを失う。
EN
Thus the sage :

ここを以て聖人は、
EN
Does not act, therefore he does not ruin.
JA
為すことなし、故に敗ることなし。
EN
Does not grasp, therefore he does not lose.
JA
執ることなし、故に失うことなし。
EN
Citizens are always on the verge of achieving their
JA
民の事に従うや、常にほとんど成るに
EN
undertakings, yet they ruin them.
JA
於いてこれを敗る。
EN
Be as careful in the end as if it was the beginning,
JA
終わりを慎むこと始めのごとくなれば、
EN
Then you will not ruin your affairs.
JA
則ち敗事なし。
EN
Thus the sage :

ここを以て聖人は、
EN
Desires to not desire,
JA
不欲を欲して、
EN
Does not value rare goods,
JA
得難きの貨を貴ばず、
EN
Learns to not learn.
JA
不学を学ぶ。
EN
He returns to that which everyone else has passed over,
JA
衆人の過ぐる所に復帰し、
EN
Thus helping the ten thousand creatures to be naturally so,
JA
以て万物の自然を助けて、
EN
Yet not daring to act.
JA
而して敢えて為さず。
